Implementing Resilient PNT Architectures When Sovereignty Matters
Sovereignty and resilience are driving needs necessary to the implementation of PNT architectures, which are consistent with national, regional and international interests, priorities and objectives. We discuss the concept and extent of sovereignty in terms of PNT technological depth (capability), operational breadth and geographical extent. We consider how PNT capabilities, operational capacity and geographical coverage of various architectures, services and systems may be mapped onto and adapted to sovereign needs. Finally, we provide some conclusions and recommendations that may aid national, allied and international actors to structure and implement resilient PNT architectures appropriate to their overarching requirements for sovereign PNT capabilities.
Key Takeaways
- The ubiquity and simplicity of GNSS utilisation in PNT has led us to a world highly dependent on almost “single-source” capabilities
- Resilience is a response to the risks of non-continuity, non-availability and non-integrity in those capabilities
- The addition of sovereignty as a driving requirement places significant constraints on how, when, and where resilient PNT capabilities/architectures are implemented and deployed
